DESCRIPTION:ONLINE COURSE\n\nPROGRAM DETAILS\n\n The CRMCA is pleased to offer the NRMCA NCDOT/SCDOT Plant Inspector Certification Course on our ONLINE Platform during COVID19\n\n\n\nPlease register by May 31\, 2020 to ensure mailed delivery of course materials.  The in person course is 4 hours - for the virtual offering we will break it up in to 2 blocks 9am-11am and then 12pm-2pm.  Once you register we will then send you the video and call in options.  The session will be presented by live instructors via the GoToMeeting Platform.  Students will need internet access to fully participate as well as computer with video capability and audio (audio can be via phone if needed).\n\n \n\nTo be approved to inspect concrete plants to supply concrete to either NCDOT or SCDOT projects\, the Inspecting Engineer and the Inspecting Engineer's Assistant must both take this course and pass an exam. In addition\, the Inspecting Engineer must be a registered Professional Engineer in the state that the concrete plant is located. The course covers\, in detail\, each of the items to be inspected during a ready mixed concrete production facilities audit. An actual concrete plant audit walkthrough is included as part of the course.\n\n \n\nIn addition to fulfilling the NCDOT/SCDOT requirements for Inspecting Engineers and their Assistants\, this class offers an excellent opportunity for ready mix producers to familiarize themselves with the details of the NRMCA inspection process. After completion of this class\, producer personnel should be able to perform a "self inspection" of their plant and institute any corrective measures necessary to bring the plant up to the required standards for NRMCA certification prior to the "official" inspection. Ready mix producer attendees have the option of either 1) electing to take the exam and (upon successfully passing the exam) become either a certified Inspecting Engineer or Inspecting Engineer's Assistant or 2) electing to not take the exam and attend the course for information only.\n\n \n\nConcrete suppliers included on the qualified product list must also meet all NC/SC DOT specifications and requirements for the equipment\, materials\, and procedures used during the production of concrete.\n\n \n\nNC/SC DOT personnel have the authority to perform quality assurance inspections of the plants furnishing concrete for NC/SC DOT work at any time without notice.\n\nPlants that do not comply with NC/SC DOT standard specifications and/or the NRMCA certification program requirements at the time of the NC/SC DOT inspection or that are not furnishing concrete for NC/SC DOT projects may be taken off the approval sheet. Sufficient time for corrections may be allowed for minor violations and a follow-up inspection performed by NC/SC DOT. If such a follow-up is performed\, NC/SC DOT may charge a fee to recover costs for the follow-up inspection. If the NC/SC DOT removes a concrete supplier from the approval sheet\, the concrete supplier must provide a new NRMCA certification along with the inspector documentation to be considered for reinstatement to the list.\n\n\n\n NRMCA Certification Program Requirements\n\nFollowing are the requirements for NRMCA Inspecting Engineer and \n\nEngineer's Assistant Certification Program.\n\n\n\nInspecting Engineer Certification Requirements\n\n1. The Inspecting Engineer must be familiar with the physical/mechanical \n\ncomponents of a concrete production facility.\n\n5. The Inspecting Engineer must be on the CRMCA's current Approved List of Inspecting Engineers. Following are prerequisites for CRMCA-approved listing:\n\n   Must complete an 8-hour CRMCA-administered training/certification course on NRMCA plant inspection.\n\n  Must pass CRMCA-administered written plant inspection exam.\n\n  Certification is valid for 5 years (must pass a written exam to re-certify).\n\n   The Inspecting Engineer may have the assistance of another individual or \n\nindividuals meeting the requirements below.\n\n\n\nInspecting Engineer's Assistant Certification Requirements\n\n1. The Inspecting Engineer's Assistant must be familiar with the physical/mechanical components of a concrete production facility.\n\n2. The Inspecting Engineer's Assistant must be on the CRMCA's current Approval List of Inspecting Engineer's Assistants. Following are prerequisites for CRMCA-approved listing:\n\n  Must complete an 8 hour CRMCA-administered training/certification course on NRMCA plant inspection.\n\n  Must pass CRMCA-administered written plant inspection exam.\n\n  Certification is valid for 5 years (must pass a written exam to re-certify).\n\n3. The Inspecting Engineer's Assistant must be employed by the same company that employs the Inspecting Engineer.\n\n \n\nCertification and Re-Certification of Concrete Delivery Trucks\n\nBoth SCDOT & NCDOT require "OPTION B" of the NRMCA truck inspection process. All certifications and re-certifications of delivery trucks must be performed by a Certified Inspecting Engineer. All delivery vehicles must be inspected annually.\n\n \n\nThe following highlights the technical details of the NRMCA Certification Program\n\n \n\nEngineers' and Engineer's Assistant's Certification Course:  \n\nThe course covers\, in detail\, each of the items to be inspected at a ready mixed concrete production facility.\n\n\n\nCertification Program   General Requirements:\n\nA. Concrete companies must possess an NRMCA Plant Certification for each of their production facilities that they wish to use to supply concrete to NCDOT/SCDOT projects.\n\nB. Plant Certifications are valid for a period of two years. All certifications and re-certifications of delivery trucks must be performed by a Certified Inspecting Engineer. All delivery vehicles must be inspected annually.\n\nC. Applications for Plant Certification must be signed and sealed by a Professional Engineer licensed in the state of North Carolina and/or South Carolina.\n\n\n\nHighlights of the Certification Program:\n\nA. Material Conformance\n\n1. Certification covers aggregate handling and storage practices.\n\nB. Scale Inspection Requirements\n\n1. All scales must be verified for accuracy at least every 6 months.\n\n2. Scale check and calibration records may be available for inspection at all times and must be kept for a minimum of two years.\n\n3. Scales must be accurate in accordance with ASTM C94.\n\nC. Batching Inspection and Accuracy Requirements\n\n1. Cementing materials must be measured separately from aggregates.\n\n2. Admixtures must be measured individually.\n\n3. Cementing materials must be measured by mass within +/- 1% of the mix design.\n\n4. Aggregates must be measured by mass within ASTM C94 accuracy of target weights.\n\n5. Batch water may be measured by volume within ASTM C94 accuracy of target weights.\n\n6. Admixtures may be measured by mass or volume within ASTM C94 accuracy of target weights.\n\n7. The actual quantities of all materials batched must be recorded.\n\nD. Inspection & Certification of Mixing and Transportation Equipment\n\n1. All stationary and truck mixers must be inspected and certified for use. The specifications and recommendations of the Mixing Equipment Manufacturer govern the replacement of all wear items.\n\n2. Mixing speeds and times for all equipment will be within the ranges indicated by the Equipment Manufacturer.\n\n3. Agitating and non-agitating trucks will be inspected and certified to confirm their suitability for use.\n\nE. Minimum Documentation for Concrete Tickets\n\n1. Name of Concrete Supplier and plant location\, serial number of ticket\, mixing/delivery truck number.\n\n2. Name of Purchaser of product\, specific job designation (name & location)\, specific class of designation of concrete identifiable with project specifications.\n\n3. Volume of concrete in the batch\, date and time stamp when the truck was loaded\, time when the concrete was discharged.\n\n4. Excessive volume of water added at the request of the customer (with signature)\, and a general cautionary warning label for freshly mixed plastic concrete.
